摘要： 在深入分析研究我国长江三角洲、华北平原、关中平原、淮北平原和松嫩平原大多数城市地面沉降现状和问题的基础上，提出了地面沉降调查监测的指导思想、原则、总体目标和分阶段目标，并结合具体情况提出了地面沉降的防治战略。
Abstract: Based on the detailed analysis on status and problems of land subsidence in most cities in the Changjiang River Delta, the North China Plain, the Guanzhong Plain, the Huabei Plain and the Songnen Plain in China, we propound the guiding idea, principle, staged and final objectives of the land subsidence survey and monitoring, and we also propose the prevention strategy with the respect of the specific situation in China.
